The Supreme Court found that a regulation of the Government of the Republic allowing retroactive recovery of expenditure reimbursed from 2014–2020 structural aid is unconstitutional. According to the Court, the regulation also applied stricter rules to procurement procedures and grants that were organised or decided before the new version of the regulation came into force.
